find out if argo workflow should be deployed with exphost-controller, exphost-services, exphost-core or just as a seperate app

the main question is if the argo workflows is cluster wide or can be namespaced

there is no exphost services no more.
we can deploy argo workflows as separate app in exphost-services tenant.
we will install it as a cluster-scope installation right now and maybe refactor it to namespaced when needed
